Following the World Sailing Misconduct Guidance, a starting penalty of level 4 was decided by the International Jury.
The following circumstances were considered being neither mitigating nor aggravating: apology to the international jury about causing additional work and apprehension for the supported competitors.
There were no mitigating circumstances to justify decreasing the penalty.
The following aggravating circumstances were considered: Lucas Fonseca is a minor, the incident occurred at a youth event, it was observed by a greater number of competitors and support persons and Ivan Doronin did not apologize to Lucas Fonseca, refused to apologize to Lucas Fonseca and still claimed that Lucas Fonseca is a liar.
Taking into consideration the aggravating factors the penalty is raised to level 5 in accordance with the WS Misconduct Guidance. The penalty for a breach on this level to exclude the support person from the event and report the decision to the national authority or other authority involved.
Ivan Doronin is excluded from the venue, defined as the area of ´Hang Loose Beach´ from 23:00 on 22 Juy 2023 until after the prize-giving on 23 July 2023, except in an emergency when permission is granted by the Organising Authority or the Internatonal Jury. In addition Ivan Doronin is prohibited from going afloat on 24 July 2023.
Kiteboards BEL 39, CZE 57, GRE 58 and TGA 46 are warned under RRS 64.5(b)(2) that a penalty may be imposed if Ivan Doronin commits a further breach of any rule.
The case will be reported to the executive committee of the International Kiteboarding Association (IKA).

FRA 67 is to be scored in race F8 points equal to the average, rounded to the nearest tenth of a point (0.05 to be rounded upward), of her points in races F1 to F6. No other kiteboard’s score shall change.
