A one-design dinghy on a downwind finish “collides” with the anchor line of the committee boat. A member of the committee boat crew pushes the dinghy off the anchor line (no other contact). Does it matter that the “other vessel” is the committee boat? Did the dinghy break rule 31 when the committee boat crew touched the dinghy?

Answer 2: If the dinghy ONLY touched the anchor line, they did not break rule 31 by that action. The person touching it is a judgement call using the rules. Is a person "an object intentionally attached to the vessel"? I would say no as a judge, but as a competitor, I'd take a one-turn penalty.
So, RRS 41(b) is not broken, neither 31 as the anchor line is not part of the mark (see definition mark).
