The written facts are not consistent with the diagram. The Decision should be redrafted to interpret what the ‘seamanlike’ course is for a boat in W’s position. That interpretation would be a new and important interpretation that would, under the World Sailing Regulations, require the approval of the World Sailing Racing Rules Committee.
