Yes, but that's in ...Italian! It has quite nice graphics and we did it for young sailors. I don't think it will fit your needs but try to see if you like it

It does not include a narrative. You will have to prepare that yourself. But generally it is on the left side of the screen: Rules when you do not have right of way. on the right side: You do have right of way, but you are limited. down the middle: Both or neither or neutral. .
