Which Sailing instructions can be changed with a notice on the notice board?

Is there any limitations on the articles of the Sailing Instructions of an event which cannot be changed through a notice? Or potentially all the Sailing instructions could be changed?
Is there any rule that refers to it?

All the sailing instructions may be changed, limited only by the timely notice provision of the existing SIs and RRS 85 and 86. See RRS 90.2.

That's not to say that any SI provision should be changed, only that they could be changed. Communication with the competitors is paramount, especially if the changes involve the schedule. Remember, the Race Committee is responsible for the SIs (90.2(a)) and the last thing they want to see from the competitors is this:

No limit on which articles of the SI might be changed.
Only on how they are changed (90.2) as Matt describes.
But of course the changes must comply with the same limitations imposed upon any SI (85).
And as App L states, care should be taken that there is no conflict with the NOR. The NOR is the governing contract between the OA and the competitors.
