Under the World Sailing Misconduct Guidance document, a Race officer can lodge a protest with the Race Committee for a hearing. But, can a RO impose his own penalty for bad behaviour? If a warning has been provided at a skippers briefing, then a further warning is provided to a skipper who is in breach, can the Race Officer disqualify (DSQ or DNE or ??) to stop the behaviour for that event?
