I couldn't find anything myself.  So I have used Google Earth.  I also use a program I wrote that calculates a spreadsheet of distances from every mark to every other mark.  That way I can quickly figure the course distance. My own racing app can export marks as a .kml file which Google Earth can import. (The app can also import marks from Google Earth kml files). For placing over Nautical charts, I have my own program that can render ENC charts and put marks on it.  I then do a screen capture.  But that program really isn't commercially ready. I could provide it 'as is' if you are interested, but it's a bit clunky.

Give Google Draw a shot.  Click here for a Windward/Leeward course. Before you do anything, save a copy to your Google drive then work with the copy.  This will leave the copy in the link unchanged for others to copy.

You can make any course you like.  It takes a little practice, but one you understand how to create, move and group shapes it is easy.  Zoom in to work details.  Once you have the course you want configured, use Print Screen to make a copy. Then paste into a picture program such as Microsoft Picture Manager and save as a jpeg which can be used in any document.

If you want to provide lat/lon and draw courses on a nautical chart, OpenCaptain is free and runs on Windows, MAC ad Linux downloadable from https://www.opencpn.org/

I second Roberts suggestion of using OpenCPN. https://www.opencpn.org/

Add the marks in their actual positions.
Then set up your course as a GPS Route. Print the route to automatically list geo coordinates of each mark, bearing from mark to mark (your choice of true or magnetic) and distance of each leg.

Paul, i suggest you to create a free account into https://www.figma.com/ and create your favorite course. You can insert .jpg images in diferent layers. After that, you can export that component to print or insert into other document.
You can see videos on youtube to understand how to draw in that web sketcker.

If you are using mac OmniGraffle is really great for course diagrams. I am attaching the "stencil" with the shapes I usually add to my diagrams.
