Kieler Woche has registered over 1900 boats and some 4000 competitors from 60 different countries. And because of the size of the event, the International Jury is comprised of 28 judges and umpires. With so many talented and experienced judges and umpires in one place, this jury has established the practice of conducting daily briefings and meetings intended to further the education of all involved. The eight national judges attending the event seeking recommendations for international judge certification receive special attention with a 45 minute session starting at 0800 every morning. Then the full panel gets together at 0900 for another 45 minutes of briefings and expert presentations.
The practice started three years ago and focused on best practices in protest procedure, due process, CAS, etc. Last year the jury focused on cases and associated rules, and this year is focusing on jury and race committee function on and off the water.
On the first day, the full panel of judges heard from Chief Judge Douglas Sloan, USA, IJ/IU, who addressed jury preparation before the event, jury operations at the event, expediting hearing process and enhancing relationships with the race committee. Ron Barak, ISR, IJ/IRO/IM, discussed the roles of the jury in comparison to those of the race committee and how those roles coexist. Specifically Ron identified areas of friction and how the judges can both assist the race committee and maintain its independence.

- Adrian Bauder, SUI, IJ/IU, presented RRS 2 and 69 and the supporting materials for analyzing Sportmanship and Misconduct issues.
- Paul Pascoe, AUS, IJ/NRO, presented RRS 69 and how it is applied to Support Persons, specifically the changes recently implemented in the RRS.
On the second day, the NJ training session included two presentations:
- On the water positioning for RRS 42 by Michal Jodlawski, POL, IJ/IRO. Michal covered issues mostly relating to the Laser Class as the Laser Radial Men's World Championship is happening simultaneously with Kieler Woche.
- Manuel Ken Gamito, POR, IJ, presented Cases 50 and 110 and how they are applied by the International Jury.

When I was coming through, my experience of large regattas was that NJs and junior IJs normally spent their time on the water with the bronze and silver fleets, we were pushed aside whenever anything interesting came up, and whenever we did something worth while, the senior judges would take the credit. Consequently, I concentrated on small regattas with juries that included senior IJs who I could learn from. Doug's approach is a huge step up.
I don't know Doug well - I've only met him once - but I certainly know his legacy.
