The addition of “then to” or “thence to”

Recently I have noticed the introduction of “then to Finish” in course descriptions.

For example what used to be described as :

Course : Start,1,2,3,Finish ..

…  is now sometimes described as …

Course : Start,1,2,3 then to Finish.  

I thought this was a local Irish thing but I have now seen it used by a RYA RRO. Does “then to” have any relevance or does it just equal the comma ?  If that is so will the next version we see be Start then to 1 then to 2 then to 3 then to Finish. 

Am I missing something ?

Never been a fan of adding additional words to an NoR or SIs that do not add something worthwhile.  In this case I would not add the "then to" nor recommend that anyone else does.  I assume this came from an NI RYA Race Officer - and as I train the NI race officers, name names and I will have them flogged! (Joke).

Is there a need to introduce words when a dash '-' will do the job? See Appendix S the Standard Sailing Instructions - Course Diagrams.
