Has there been a change to 44.1?

Hi All...

I was told that there was a change of rule 44.1 so that a boat no longer need to take a two turns penalty, as soon as possible, but rather she can do it any time during the leg. I can't find any backup of that, but the guy who told me usually knows his stuff. This is not about any particular protest, just a general discussion. Has anyone heard of such a change?

Jim ... that's not a thing in the RRS.   That said, I have heard of folk writing 44.1 delays into the SI's.  For instance in big fleets sailing W/L courses with offsets at W, penalties for breaches inside the zone of W thru zone of Offset may be taken after leaving the zone of the Offset. 

No reason someone could not write in "any time during the leg in which the breach occurred"

You are correct, the J70 class has written into their Sailing Instructions that "Penalties incurred while in the zone of the windward mark or on an offset leg shall be delayed and taken at the first reasonable time on the downwind leg." Also when the class has Appendix UF Umpired Fleet Racing, penalties shall be taken out of the zone after getting well clear of other boats.

What do you think about that language?  ... "Penalties incurred"? ..I don't think a boat "incurres" a penalty under 44.1.   

I'm not a fan .. the language doesn't match 44.1

44.1 is optional due to "[..] may take ... when she may have broken [..]"

RRS 44.1 A boat may take a Two-Turns Penalty when she may have broken one or more rules of Part 2 in an incident while racing ...

Maybe better ????

"Penalties taken under RRS 44.2, for incidents that occur in the zone of the windward mark or on an offset leg, shall be delayed and taken at the first reasonable time on the downwind [subsequent] leg.  This changes RRS 44.2"

Okay thanks guys, it had occurred to me that this could be an SI specific thing, but I didn't realize it was in class rules for a fleet as important as the J/70.

Technically, it can't be "in a Class Rule" as CR's can only change RRS's 42, 49, 51, 52, 53, 54 and 55 .... not RRS 44.

So, this might be expressed in "conditions" for certain level J70 events that provide guidelines for event organization and drive certain elements of the NOR & SI.  It has to be in one of those .. the NOR/SI.  It can't just be in the J/70 CR.

To further clarify, most classes have what is called "Event Regulations" or Guideline. This gives the OA guidance on changes that the class would like to see in the NoR / SI's. Also for the J70 class, they have changed the penalty under RRS 44.2. In simple terms, it is a one turn penalty most of the time except for a penalty in the zone and RRS 20.

Adding R20 is an interesting wrinkle. Otherwise they could use Appx T1(a) or V1 (in US). 

Wonder what the back story is there .. as it might be worth considering adding it to T1/V1.
