I think these need to be umpires races. In the college circuit the sailors are quite knowledgeable and will hail proper course on leg 2,3,4 when they know it isa 17 overlap. They make the proper course call nd the leeward boat does not head them up.  On leg 3 they spend 1/2 the leg luffing to break the overlap or jibing into a luffing overlap.  To take a protest into the room is a waste of time as most of the time when they luff up to break the overlap noone  is sure if they did or didnot  break that overlap

My comment regarding protesting was that there was not 1 protest from a windward boat that the LW boat was sailing above a proper course....nothing to do with going into the room.....just surprising, I was expecting the better teams to be much more aware of the rules. 
As to RRS 42 penalties....do sailors expect to be penalised and or is it officious to be penalising them......In years gone by when Rule 17 applied in Match Racing, we used to get tons of flags asking the question, especially on downwind legs.

A 42 penalty should be called by the umpires when warranted.  mostly seen at the start ( sculling up and down, sculling below close hauled, connected tacks or jibes, pumping, rocking.  Hopefully the umpires are knowledgeable in 42.  The same standards should be applied to all regattas so that when it comes to qualifying regattas and championship regattas they are not playing by different rules.

We also ran our equivalent in Victoria this weekend. We had a couple of teams protest about rule 17 overlaps, but not a huge number trying to turn it off. In lighter conditions I know our guys will double gybe to turn off 17 on the leg between 2-3, but we probably averaged close to 15 knots for most races. 

As for rule 42 we take Doc's approach, we try to set the same standard in all our events, although this can be difficult if you are 1 umpire with 6 boats. 

I suspect Mike that too many team racers have been corrupted by match racing!
As for 42, there is no reason why there should be any less than in the past.   I expect we'll see some umpire-initiated 42 calls at the Aus school nationals and the Inter-doms.

I am more than happy to enforce the rules as a judge or Umpire....I was fishing for comments was this over the top....do schools expect to get away with whatever because Judges / Umpires are soft!!
