So Regardless of what the RRS say under Appendix D2.3(a).........at a regional schools event that will determine seeding for the Nationals, is it appropriate to penalise sailors under RRS42.2....particularly legs 2 and 4.
I was amazed that in 84 matches there was not 1 protest under RRS 17 for sailing above a proper course on leg 3

As to RRS 42 penalties....do sailors expect to be penalised and or is it officious to be penalising them......In years gone by when Rule 17 applied in Match Racing, we used to get tons of flags asking the question, especially on downwind legs.
We also ran our equivalent in Victoria this weekend. We had a couple of teams protest about rule 17 overlaps, but not a huge number trying to turn it off. In lighter conditions I know our guys will double gybe to turn off 17 on the leg between 2-3, but we probably averaged close to 15 knots for most races.
As for rule 42 we take Doc's approach, we try to set the same standard in all our events, although this can be difficult if you are 1 umpire with 6 boats.
As for 42, there is no reason why there should be any less than in the past. I expect we'll see some umpire-initiated 42 calls at the Aus school nationals and the Inter-doms.
