RRS has been broadened a bit under the 2017 rules. Instead of being limited to a conflict between the NOR and SI's, it now encompasses "any other documents that govern the event under item (g) of the definition of Rule." Thus, it would appear that does not apply to much of the World Sailing Regulations and Codes, National Prescriptions, unless changed by the sailing instructions [what about the NOR in RRS ] and any Class Rules. But it would seem that protest committees have a bit broader discretion to solve conflicts beyond those between the NOR and SI. But what about a conflict between a local fleet regulation and class rules in light of RRS (b)? Does the PC accept the interpretation of the "relevant authority" as to the meaning of the class rule, and then make a decision as to the "fairest result" given the apparent conflict?
