Kieler Woche - Judge's University 2019

Kieler Woche once again sponsored the Judge's University for the International Jury of 26 members gathered for the event.  With so many talented and experienced judges and umpires in one place, this jury has established the practice of conducting daily briefings and meetings intended to further the education of all involved. The eight national judges attending the event seeking recommendations receive special attention with a 45 minute session starting at 0800 every morning. Then the full panel gets together at 0900 for another 45 minutes of briefings and expert presentations.

This year the subjects included:

  1.  Efficient Hearing procedures, 
  2.  Efficient scribing
  3.  Procedural section of “hearing decision form”
  4.  Standard phrase scribing
  5.  Due process as applies to RRS
  6.  Policy for on-the-water jury protests
  7.  Critical Q&A’s from 2018 & 2019
  8.  RRS 42 issues and interpretation issues
  9.  Jury policy on support person breaches, hearings, warnings, penalties
  10.  Arbitrator guidelines
  11.  Decision standards for judges
  12. Tracking the most recent rule changes
  13. Medal Race umpire positioning

All presentations are stored as documents with the event so the participating judges will have access to them after.  However, this year, several presentations were prepared with the intent of making them public.  Following this post will be several posts, one for each such subject.  The intent is to not only share the presentations, but allow for comments related to each.

However, I want to point out that this year a concentrated effort was made to improve the efficiency of hearing procedures.  Douglas Sloan, as chief judge, in concert with John Doerr, constructed a system for handling the volume of hearing requests generated by a large event. The process was refined during the event, and while there are still issues, it was agreed that the concept was sound and worth developing further.  Should you have an interest in or questions about that process, you should contact either Douglas Sloan or John Doerr directly.
