Recently, 4 protests (#1-4) (with multiple protestees) regarding a single incident!!! (Pile up at the mark).
It was a little clunky to link all four incidents to the first filed protest. (I think in the end, we simply linked the first 1#2, and thereafter mentioned in the decision 'Heard with #1' for the other 2).
Maybe I was doing this wrong, but it didn't seem clear to me. Is this possible? If so, maybe you could explain how I should have done it better!

Once all the Hearing Requests have been entered (or Hearing Decisions created), open the Hearing Decision you intend to use for the hearing. Usually it's the lowest numbered hearing request. In your case it was #1. At the top of the Parties tab, there is a drop down for Heard Jointly With. You can add or delete as many protests as you like there (of those that are not already heard with another protest). Once you add them as heard with this protest, they are disabled in the application (you cannot edit them) and they are marked as Heard With Request #. That's it. You don't need to do anything with the other hearing requests. They are shown as heard with the hearing you have open.
Just to clarify, the 'Heard with..' drop-down is a multi-select? Is that right? If so, that makes sense. (That was the only thing I didn't try!)
If that is true, maybe adding a hint that multi-select is available. "Select all that apply."
