RRS 2013 introduced a DPI annotation for Discretionary Penalties. 

RRS 2017 Introduction introduced the Notation [DP] and advised that 

Guidelines for discretionary penalties are available on the World Sailing Website. 

No single document with that name was published on the WS website at that time. 

The Discretionary Penalties guidelines were included in sample Jury Policies like [Section C: 'Jury Policies - Including information to Athletes and Discretionary Penalty Policy' - 2018]. 

RRS 2021 introduced RRS 64.6 Discretionary Penalties, but the guidelines remained buried in the Jury Policies. 

As of July 2025 WS has published, in Race Officials > International Judges > International Judges Resource Centre > International Judges Documents, two new documents: 

·        Discretionary Penalty Guidelines July 2025, and 

·        Protest Committee Guidelines (which contains sample Jury Policy wordings).
