2017 Rules Now Include the NOR

2017 Rule changes include some fixes which are introduced to correct problems in the current rules. The current (b) is one such rule. It allows the sailing instructions to change the RRS, but is silent as to the notice of race. The result was that, if the NOR indicated a change to the rules, but that change was not also made in the SI's, the change to the RRS was ineffective. The new (b) fixes that problem by including the NOR in the documents that can change the RRS. Thus, after January 1, the NOR can change any of the RRS that are changeable by the SI's.
