I Flag Start, When must Flag X be displayed
RRS 29.1 states
29.1 Individual Recall
When at a boat’s starting signal any part of her hull is on the course side of the starting line or she must comply with rule 30.1, the race committee shall promptly display flag X with one sound.
RRS 30.1 states
30.1 I Flag Rule
If flag I has been displayed, and any part of a boat’s hull is on the course side of the starting line or one of its extensions during the last minute before her starting signal, she shall sail across an extension so that her hull is completely on the pre-start side before she starts.
With an I flag start, if the race committee observes a boat on the course side of the starting line or its extensions after the 1 minute signal but before the starting signal, when must the race committee display the I flag?

Supplementary question: Who uses India and why?
I don't think that 'RRS 29.1 is clear that the X Ray and additional sound is at the start signal' when Flag I is displayed. Otherwise I wouldn't have asked the question.
It appears to me that a boat's obligation to comply with RRS 30.1 and sail back across an extension, begins at the time the race committee observes her on the course side, and RRS 29.1 provides that 'When ... [a boat] must comply with RRS 30.1 the race committee shall promptly display Flag X ... .
On I flag, the RC committee has to react also on boats over the extensions.
