Q: For the purposes of the RRS, does "navigable" mean "passable by a boat both physically and within the rules"?
For example, consider these facts:
- Mark O and Mark I are laid perpendicular to a 500m breakwater at its midpoint.
- Mark O is 300m and Mark I is 100m from the breakwater.
- The perpendicular line from the breakwater to Mark I is designated as an obstruction in the SI's.
- An SI states boats shall not cross the obstruction while racing.
- The starting line is defined in the SI as between Mark O and Mark I
- Absent the SI making the line an obstruction, boats can physically pass across the line and through the zone of Mark I safely.
For the purposes of the preamble of Part 2 Section C, is Mark I "surrounded by navigable water"?

I would think it means navigable by a boat while complying with the rules that apply to her, including the sailing instructions.

Don't see why not. Navigable isn't a definition, so dictionary meaning, which is "deep enough and wide enough to afford passage". Nothing about rules, RRS or Government.
