We've finally gotten around to adding the suggested wording for OTW Penalty comments.
Like the suggested wording for conclusions and decisions, you can clone and edit or write your own. You'll find the list on the Toolbox menu. You can create your own list of suggested wording there.
You can make your list available to the members of the protest committee by selecting your version for the OTW Suggested Wording when you create/edit an event.

Hi Paul, just wondering if the default wording should align with the World Sailing umpire guidelines for common breaches, published at https://www.sailing.org/raceofficials/rule42/rule42-breaches.php
Looking at your screenshot, I don't see the terms they use, like PUMP 6 or OOCH 2. Seems like that would be helpful to have so that it ties into the Rule 42 umpire guidelines.

What I forgot to add to the description above is that the wording is specific to the interpretation you choose for the penalty. So when you select a Rule from the drop down, which is actually the official interpretation, the comments drop down is populated with all the possible comments for that interpretation, based on what is in the list. In the above, I selected Basic 4, and got those four possible comments.
