Dave Perry's Quick Overview of the Significant Rule and Game Changes for 2021
It has been mentioned to me that my quick summary of the change to exoneration for a breach of rule 14 in my recently posted paper “A Quick Overview of the Significant Rule and Game Changes in the 2021 –2024 RRS” was not clear. A revised edition of the paper has been posted in its place with a clearer explanation of the change in rule 14 (Avoiding Contact).
To be clear, a right-of-way boat is exonerated if she breaks rule 14 but the contact does not cause damage or injury. But under new rule 43.1(c) (Exoneration), a boat that is entitled to room or mark-room is exonerated only if she is actually sailing within the room or mark-room to which she is entitled. Under the previous rule 14(b), a boat entitled to room or mark-room was entitled to exoneration even if she was not actually sailing within the room (space) she was entitled to at the time of the contact.
Thank you Dave for the quick summary of the changes in the RRS 2021-24. Its very easy to comprehend and remember. Earlier in the year I had attempted to bring out the changes ( sort of a comparison) in the RRS 2021-24. If you can please have a look and advise how it can be made more effective. I just learned that at its recent meetings, the WS Racing Rules Committee has agreed to an “urgent change” to rule 50.1(b), Competitor Clothing and Equipment. Rule 50.1(b) in the edition of the 2021-2024 RRS publicized this summer had increased the maximum weight of the hiking or trapeze harness to 6 kg. It was decided that this change, with the Olympic Regatta in the Summer of 2021, was in fact too major a change this close to the Olympics. So the weight of the hiking and trapeze harnesses will remain the same as they are in current rule 43.1(b) (which is 2 kg, with classes able to increase that to 4 kg).
I have revised my paper with the Significant Changes and dated it November 10, 2020. It is posted here. Please disregard any previous editions of the paper.

One suggestion I would make is to use colors to highlight the changed text in the 2021 v 2025 quads when citing the rules in the quad-columns.
As an example .. when you discussed def: finish .. it might be clearer to the reader if the changes were highlighted (I'm using bold due to limits on the forum, but a diff color would suffice).
2021 Quad-column you have .. "Finish A boat finishes when, after starting, any part of her hull crosses the finishing line from the course side. However, she has not finished if after crossing the finishing line she....."
2025 Quad-column you have ... "A boat finishes when, after her starting signal, any part of her hull crosses the finishing line from the course side. However, she has not finished if after crossing the finishing line she (a) takes a penalty under rule 44.2 (b) corrects an error in sailing the course made at the line, or (c) Continues to sail the course. After finishing she need not cross the finishing line completely. The sailing instructions may change the direction in which boats are required to cross the finishing line to finish."
"The rule now is applicable only for sailing the course as against earlier rule stating sailing the course and finishing Change in rule from old rule"
Actually .. Proper Course ends up the same .. because the 2025 def: Sail the Course now includes "she finishes". So finish is still in PC .. it's just now embedded in STC
PS: Got to go .. have a New Years "Hair of the Dog" 5k walk/run this morning to ring in the new year! .. I'll come back to your doc later. Maybe others will help as well.
