Backwinding main at start to have Starboard rights.

Large boats starting in very light wind, <3 knots.   Wind direction when boats are headed for the starting line is coming from aft of beam on Port side for a reaching start.   Windward boat has a crew member hold the boom against the wind on the port side to gain starboard tack advantage over a leeward boat starting on port tack.  Port tack boat doesn’t have enough room to clear Committee boat on Starboard end of the line.  Windward boat refuses to give room claiming starboard right of way.

Is this legal?
