RRS 2021 2024 rule 63.3a

Hi everybody.
Reading the new book, a change in wordings is (slightly, not too much) puzzling me.

RRS 63.3a

in absence of a party, now the PC can "proceed with the hearing" , while before was "decise the protest"
The logic is that the hearing includes the decision, but, well, to be picky, Section B title is Hearing and Decisions (separate words, seem like the Decision be a consequence of the hearing, and not part of it).
I would not anyway make a hearing without the decision, but, question: what's the meaning of this change?

I think the old wording might possibly be interpreted as allowing the protest committee to render a decision without a hearing. The new wording makes is clear that if a party isn't present the protest committee may simply continue to a hearing (which, like any hearing, would arrive at a decision).

So this one I think is mostly cleanup for clarity.
