New Rule 20.4; Signalling Room to tack at an obstruction

I have been asked about the new RRS 20.4 (a) where it mentions when conditions are such that a hail may not be heard, the use of a signal to indicate her need for room to tack or her response.  There is no indication of what this should be, though the team racing rule C2.10 does change 20.4 to the use of arm signals.

20.4 (b) also states that the NoR may specify an alternative communication. Any suggestions as to what this method may be?

I suspect that the rule is for use in the new high speed foiling hulls where everything is very fas and furious and closing speeds are very high so that hailing would not be effective. Can anybody help with this.

It can be whatever the writers of the NoR or SI want it to be based on the boats and expected local conditions.  For match and team racing arm signals are typically sufficient as the people you want to make sure know of the request/response are the umpires who have an engine right behind them and may not hear the hail.  This would also hold for 10-15m boats on a windy day, a summer day on San Francisco Bay for example.  For super-maxis it may be a VHF radio call as a hail is nearly impossible to hear and arm signals might be hard to see.  It could even be a light system installed on all the boats e.g. America's Cup boats.  The rule change is just to make it easier for the OA or RC to add a requirement.
